Change in PLI - RPLI incentive structure wef April 2025

In its meeting on March 12, 2025, the Postal Services Board reviewed the Postal Life Insurance (PLI) Directorate's proposal to modify the current promotional and incentive structure of PLI and RPLI. In its minutes dated March 17, 2025, the PSB approved the following changes and modifications to the current promotional and incentive structure. Enclosed are printouts of the current incentive and promotional structure.

  1. No sales force has a minimum business requirement (MBR) within a fiscal year.
  2. In the event that a departmental employee is promoted to a position that prevents them from acquiring new business, they will continue to receive incentives for the policies they purchased before to their promotion until they receive the renewal premiums for those policies.
  3. If a salesperson's engagement is terminated for engaging in criminal activity, criminal misappropriation, criminal breach of trust, cheating, forgery, abetment of or attempting to commit any criminal activity, misrepresentation, dishonesty, misconduct, fraud, theft, etc., they will not receive any incentive (procurement or renewal) from Salesforce. For DE/GDS, this means being dismissed or removed from service or engagement.
  4. Nomination facility: If a salesperson passes away while their agency is still in operation, any incentive that would have been due to them had they been alive will be paid to their nominee or heirs upon presentation of a succession or legal heir certificate, so long as the incentive would have been due had the salesperson been alive, provided that they had been an agent continuously for at least two years from the date of their appointment and that policies on eight different lives were in effect on the day before they passed away. On the agency of the deceased sales force, no new policy can be obtained. However, the nominee will need to get a new agency code if they wish to acquire new PLI/RPLI business. Additionally, the system should map the nominee's information, including account number and other details, to ensure that rewards are paid out smoothly.
  5. Sales force upper age limit for licensing and acquiring new business: No sales force type will have an upper age limit for licensing and acquiring new business.
  6. Incentive following discharge to DE/GDS: DE/GDS will continue to receive renewal incentives even after superannuation or discharge from service, as long as they enroll as a Field Officer within three months of superannuation or discharge from service and receive the renewal premia on the policies they purchased while in service.

The Board has also recommended that the software be updated to reflect the suggested modifications to the incentive structure.

In accordance with the current guidelines, the aforementioned modifications will take effect prospectively on all agencies in currency on March 31, 2025. Everyone involved is instructed to follow the aforementioned guidelines to the letter.
